On November 5, 2025, we held a grievance meeting in which we presented our comparison between RGH’s reported staffing data, number of patients, and the minimum staffing levels called for in the clinical staffing plans. As in the prior quarters, RGH did not present a counter analysis or provide any rebuttal to their own data. After denying the grievance, RUNAP filed for arbitration and will present our argument at a hearing scheduled for Monday, August 17, 2026.
When we combine all of the inpatient and Emergency units and treat them as a singular unit and compare total census to total RNs scheduled in each month. Some units could have been properly staffed while others were understaffed. RNs can cover other units but while RGH refuses to schedule sufficient RNs or plan for call outs, the vast majority of the time in Q3 there were not enough RNs working to meet the staffing levels for the number of patients.. Even if zero RNs called in sick between July – September 2025, RGH wouldn’t have met the staffing grids the majority of time.
167 12-hour shifts out of the 182 shifts in July, August, and September (91.7%) were under scheduled below the grid for at least 4 hours and 116 of 182 (63.7%) shifts were under scheduled for all 12 hours.
