Q4 consists of October, November, and December. We compared the staffing dashboard provided by RGH to the clinical staffing plans. In the final calendar quarter of 2025, 33.44% of 12-hour shifts were underscheduled for all 12 hours and 69.89% were underscheduled for at least 4 hours.
Our calculation compares scheduled RNs to the number of RNs called for based on patient population. These levels are defined by the clinical staffing plan that RGH submits to the NYS Department of Health every year. The numbers below show every RN that called out as if they were working. If zero RNs called out sick in a three month period (which also happens to overlap with flu season), the hospital would still have been understaffed on a significant number of shifts.
October 2025: 62 12-hour shifts, 40.32% of these were underscheduled for all 12 hours and 80.65% were underscheduled for at least 4 hours. (Raw data available here)
November 2025: 60 12-hour shifts, 10% of these were underscheduled for all 12 hours and 50% were underscheduled for at least 4 hours. (Raw data available here)
December 2025: 62 12-hour shifts, 50% of these were underscheduled for all 12 hours and 79.03% were underscheduled for at least 4 hours. (Raw data available here)
RUNAP filed for arbitration on this calendar quarter and will continue to fight for safe staffing and the enforcement of the union contract.
